Answer: Currently, there is no option to import Canned messages and Predefined answers from CSV. To create them in bulk, you can either enter them one by one or, if you are familiar with API, navigate to Configuration > System > API > API v3 documentation > canned_messages/predefined_answers and use API to create them.
